Hikmet Pacha, an Ottoman Admiral, attended a conference for engineers and tried to get in contact with the Royal family. He approached the Crown prince inappropriate and the Prince turned his back on him. This incident worsens the delicate understanding between the two countries and Carathéodory asks the Sultan not to let his subject behave in this way.
