Synopsis
Carathéodory informs the ministry of foreign affairs that "L'Indépendance Belge" has published an alarming article about the situation in the East. It claims that twi political blocs are forming, with, on the one hand Russia, Bulgaria, Serbia and Montenegro and, on the other hand, Austria-Hungary, Romania and Greece. The article further underlines that Turkey needs to get its matters in order and needs to reform to prevent serious complications.
