Carathéodory reports that Belgian newspapers are publishing telegrams from Istanbul from a British source, containing information about riots in Istanbul which have resulted in the arrest of 1.500 Armenians and 73 students of the Kuleli military academy. Two of the arrested Armenians were convicted to 10 years in prison because they were caught carrying an Armenian petition. The telegrams also mention tensions in Crete.
