Synopsis
Diran Bey reports that the chief editor of “L’independance Belge” wants to publish some articles offered by the Ottoman legation. He doesn’t accept money because of the newspaper’s neutrality but he might accept an Ottoman decoration, although even that is difficult observing Belgium’s neutrality.
