Letters from the Imperial Legation in Brussels (1849–1914)
Synopsis
Carathéodory informs Safvet Pacha that the European states will not intervene in a conflict between Russia and the Ottoman Empire. Russia already has an agreement with Romania to move Russian troops through their territory. In a forthcoming international conference in Istanbul – without Ottoman representatives – Russia will discuss anything that improves the life of Christians in the Ottoman Empire and will discuss the possible war.
