Monsieur le Ministre, J’ai l’honneur de transmettre ci-joint à Votre Excellence une lettre que Suleïman Bostani Effendi a reçu[e] du secrétaire général de l’Union interparlementaire et qu’il m’a communiquée ainsi que l’avant projet d’une convention pour la neutralisation des détroits et canaux maritimes, projet qui était annexé à ladite lettre. Veuillez agréer, Monsieur le Ministre, les assurances de ma très-haute considération.
