Synopsis
Rifaat Pacha informs Youssouf Pacha on the advice of the 16th Inter-Parliamentary Union in Brussels to establish national committees based on the American model in prospect of the third Peace Conference in The Hague. He asks for the text and regulations concerning the forming of these committees of the American Congress.
