Synopsis
Memorandum: El Bostani informs the director of the cabinet for Foreign Affairs that a conference will take place in The Hague on the 2 September. He cannot attend the conference himself but the vice-president of the Ottoman delegation, Halun Bey, will be present. He insists that the travel expenses need to be paid before the opening of the conference.
