Incident Brialmont – lettre du général - Détails explicatifs – 2 annexes – très confidentiel

Follow-up on the report of 26 May. Brialmont is eager to offer his services to the Sultan. Though he will come to Istanbul in September only, the general will start his research on the fortifications already in Belgium. Brialmont has come under considerable criticism due to his plans for the Maas fortifications. There is also reference to Prime Minister Beernaert, who supposedly forced Brialmont to retire, in order to end the rumors about the mission. As a retired officer Brialmont is now able to act as an independent advisor in Istanbul.

Copied letter (25-05-1892, Brussels, Brialmont to Carathéodory, Informs the Ottoman representative that he has offered to stand for office. If elected to parliament, he won't need official permission to go to Istanbul. In any case, his departure will have to be postponed. Brialmont demands some documentation so he can start preparatory work on the fortifications. He adds that the Sultan can rely on his absolute discretion.)
