Synopsis

Carathéodory is surprised to hear from the Prime Minister that the Ottoman government has already been informed about the reasons why the Belgian government cannot grant its permission to Brialmont. The case appears to be rather complex and surrounded with intrigues. Carathéodory promises to do the necessary in order to obtain a positive result.
