Ouvrage du général Brialmont sur la défense des côtes – une annexe-

Carathédory informs Tevfik Pacha on a new book by Brialmont on the fortifications of Istanbul. Brialmont believes that it is not indiscrete to publish his vision on the fortifications since his plans will make the city impregnable anyway. Even the opening of the sea straits wouldn’t cause any danger.
