Synopsis

In a brief telegram, Essad Bey reports that the Belgian King Albert returned to Brussels to debate with the Minister of War about the precautions that needed to be taken. The military reservists were summoned under the pretext of manoeuvres. Pessimist opinions circulated. The Belgian public opinion supported France.
