Préparations militaires de la Belgique

Essad Bey reports that he heard from good sources that the Belgian government felt the need to take certain military measures, at the urgent request of the French Minister of War, since the Franco-German negotiations concerning Morocco took a threatening turn. The commandants of the Meuse fortresses were charged with getting everything ready for action. Essad Bey notes that he would keep Ibrahim Hakky Pacha updated if he required more information about this subject. In the absence of a military attaché at the Ottoman legation in Belgium, he had to make an appeal to other foreign military attachés or another source.
