Essad Bey informs Rifaat Pacha about the increased budget of the Belgian Ministry of Foreign affairs for the budgetary year 1911. The extra money would be spent on the restoration of the salaries of the legation secretaries, on indemnities for other agents who go on foreign missions, as well as on indemnities for legation secretaries who had to face circumstances that were beyond their control.
