Moustafa Assim Bey informs Rifaat Pacha that the minister resident in Sofia, Van der Heyde, was promoted to become minister plenipotentiary in Sofia. He already presented his Letters of Credence to King Ferdinand. (In attachment are discourses that were pronounced on this occasion.)
