Mihran Effendi reports about a political debate in Belgium, concerning Belgium’s exterior politics. In an interpellation, many members of the opposition criticized the conditions in the concentration camps for Boers in South-Africa. They wanted to urge the government to intervene by invoking the decisions made on the Conference of The Hague. Davignon, Minister for Foreign Affairs, however, remarked that the Belgian government could not take any initiative, as Britain declared that it would not accept any intervention. Moreover, no state demanded collective actions. Davignon was afraid to compromise the relations with Britain, a befriended country guaranteeing Belgium’s neutrality. The debate would be continued later, but Mihran Effendi expects that it would not lead to a decision to intervene.
