The Ottoman Minister for Foreign Affairs, Saïd Pacha, confirms that he has received Etienne Carathéodory Effendi’s report on the decision of King Leopold II to allow foreign officers to visit Belgium’s military training camps, arm factories and fortresses, on condition of reciprocity, a condition the Sublime Porte could not agree to. (The place is not mentioned, but the letter was probably sent from Istanbul.)
