Nomination du Comte de Merode-Westerloo comme Ministre des Affaires Etrangères de Belgique. - Notification et réponse. - 2 annexes
Etienne Carathéodory Effendi informs Saïd Pacha that Count de Merode-Westerloo was appointed Minister for Foreign Affairs in Belgium. The Royal decree of his nomination had been published by the Belgian Official Journal (the Moniteur Belge) on November 1st. Carathéodory refers to the seven months of Beernaert as Minister of Foreign Affairs ad interim as an unusual situation, caused by many difficulties. If it weren’t for personal problems (cf. the death of his father, Speaker of the Senate), Count de Merode would have accepted his nomination much earlier, according to Carathéodory, who evaluates him as a good choice, and writes a bibliographical note about the new Minister for Foreign Affairs. Carathéodory was convinced of the excellent relations between the Ottoman legation and Count de Merode.
