Etienne Carathéodory Effendi describes Paul de Favereau, Belgium’s new Minister for Foreign Affairs, as a modest and intelligent man, and a hard worker who was until then completely unknown, but who was loved in his constituency. Carathéodory notes that De Favereau was the only Walloon in the (Catholic) Belgian government. In attachment is correspondence between Etienne Carathéodory Effendi and Paul de Favereau.
