The Ottoman Minister for Foreign Affairs, Saïd Pacha, confirms that he has received Etienne Carathéodory Effendi’s report on the parliamentary debates concerning the Krupp cannons and the armament of the Meuse fortresses. He notes that he communicated Carathéodory’s letter to the Ottoman Ministry of War. (The place is not mentioned, but the letter was probably sent from Istanbul.)
