Etienne Carathéodory Effendi explains that the election of Sadi Carnot as the new president of France was not only a surprise. It also caused relief and satisfaction in the rest of Europe, as the crisis was prejudicial to France’s prestige and the development of its political institutions. The new Tirard government did not consist of any radicals. The president’s speech was an eloquent appeal to unity and concord, and testified to pure patriotism. However, radicalism and unrest still existed. Carathéodory notes that the only remedy for this was a moderate policy, that was at the same time firm and energetic. This leads to wonder if Carnot has what it takes to carry this through.
