Ouverture de la session extraordinaire des deux Chambres

Alexandre Carathéodory Effendi reports about the first extraordinary session in the Belgian parliament after the formation of the new (liberal) government. The Senate used the entire session for the verification of the powers of the new government. The House of Representatives did not start any discussions, yet it was packed, just like the public gallery and the gallery for the diplomats. From his report, it appeared that Carathéodory attended the session himself. He noticed a vivid activity on the left. All ex-ministers from the previous government were present, except ex-Prime Minister Jules Malou. The new government (led by Frère-Orban) was welcomed with an enthusiastic applause. The first task of the renewed House of Representatives would be the examination of the elections in Antwerp, of which the Catholics demanded its annulment. As the Bureau was not formed yet – which meant that the Speaker, the deputy Speakers and the secretaries were not chosen yet – the first following sessions in both Chambers would be chaired by the senior member of each Chamber. Carathéodory notes that the liberal MP Charles Rogier was expected to become the Speaker of the House of Representatives, and that it was almost certain that the Senate’s Speaker would be Prince Eugène de Ligne , who already chaired the Senate’s sessions for twenty-five years.
