Etienne Carathéodory Effendi reports that Baron Albert d’Anethan, who replaced Léon Vanden Bossche as Belgian minister in Istanbul, was appointed counsellor of the Belgian legation in Vienna. Baron Daelman, counsellor of the Belgian legation in Saint Petersburg, would replace Baron Albert d’Anethan in Istanbul.
