Envoi du discours de Monsieur Malou - une annexe.

Jules Malou, Belgian Prime Minister and Minister of Finance, wanted to give to Safvet Pacha an outline of his most recent discourse, pronounced during a parliamentary debate that was started by the opposition on the eve of the elections. Etienne Carathéodory Effendi explains to Safvet Pacha that in Belgium, more than anywhere else in Europe, the antagonism between papal politics and modern liberties fed the parliamentary life. He admires the way in which the Prime Minister, the Catholic Jules Malou, was able to avoid the obstacles of his delicate position, between the catholic principles and the liberal constitution. According to Carathéodory, Malou was a competent and moderate politician, who showed his patriotism. Carathéodory notes that Malou’s discourse, in reaction to Frère-Orban, was a real masterpiece.
