Nomination de Mr. Decrais à Paris.
Etienne Carathéodory Effendi reports that Albert Decrais, who had been France’s minister in Brussels for two years, was called back to Paris to become director of political affairs in France’s Foreign Affairs department. Carathéodory remarks that this decision was found regrettable by Brussels and the Belgian government. Moreover, the Ottoman legation had always been on good terms with Decrais. Carathéodory admired his tact and moderation.
