In his report, Etienne Carathéodory Effendi includes a declaration of the Russian delegates on the International Conference of Brussels of 1874. The codification of international laws of war had failed at that time. As Count Moltke recently attacked the declaration of Saint Petersburg and the Conference of Brussels, the Russian delegates felt the need to justify the attitude of the Russian government in those days. (In attachment is a newspaper clipping containing the declaration of the Russian delegates. The enclosed copies of the reports of the Institute of International Law’s Commission are not photographed.)
