Manuel des lois de la guerre - une annexe
Etienne Carathéodory Effendi mentions the Manual of Laws of war, adopted by the Institute of International Law during the recent session in Oxford. In his report, Carathéodory includes copies of the correspondence between Count Moltke and Bluntschli. Moltke opposed to the laws that did not contain any sanctions. He did not believe in eternal peace, whereas Bluntschli defended the importance of the international laws concerning war. (The enclosed letters are not photographed.)
