In his report, Etienne Carathéodory Effendi mentions that the preparations for the marriage of the Belgian Princess Stéphanie, daughter of Leopold II, and Archduke Rudolf, Crown Prince of Austria-Hungary were made and that the necessary precautions were taken. However, the Viennese Official Journal, as well as the Belgian Official Journal reported that the wedding would be postponed. In a country like Belgium with freedom of the press, this decision had serious consequences. Carathéodory notes that the comments in the Belgian and the Viennese press were not very respectful. He speculates about the motives for the postponement, and mentions that Archduke Rudolf would visit Brussels soon. Archduke Rudolf also plans a trip to the Orient.
