In his report, Etienne Carathéodory Effendi includes the text with the reaction of the Belgian House of Representatives, addressed to the King’s speech from the throne. The Catholics (the opposition) voted against the text, as the amendment of opposition leader Malou had been rejected. The difference in opinion concerned the interpretation of the rupture of the relations between the Belgian government and the Vatican. (The enclosed text is not photographed.)
