Etienne Carathéodory Effendi informs Assim Pacha about the inauguration of the mausoleum that was built at the cemetery of Evere (Belgium) in memory of the French soldiers who fell in Belgium during the last Franco-German War. Carathéodory notes the importance of the speeches that were pronounced at the ceremony. The speech from the French minister, Decrais, testified to France’s politics of moderation and pacifying aspirations. (The enclosed summary of the ceremony and the speeches is not photographed.)
