Ouverture des Chambres. - Une annexe.

Etienne Carathéodory Effendi reports about the start of the new parliamentary year in Belgium, and describes the decoration of the throne and the solemn character of the ceremony and the procession. The ceremony was attended by the diplomatic corps and the Count of Flanders, Prince Philippe. (In attachment is the King’s speech from the throne.) Carathéodory remarks that the King avoided to address the irritating questions of the time: he almost remained silent on the law concerning primary education. Almost the entire speech was about the festivities in honour of the fiftieth anniversary of the Belgian independence.
