Changements diplomatiques.

As Count Duchâtel – who had been until then the French minister in Brussels – had to replace Teisserene de Bort as the French ambassador in Vienna, he had to be replaced in Brussels. Etienne Carathéodory Effendi writes a short biographical note about Count Duchâtel and considered him suitable. It was still uncertain who would replace Count Duchâtel, but Carathéodory notes that it could be John Lemoinne. Tissot, French envoy in Athens, would replace Fournier in Istanbul.
