Solution de l'affaire des placards
Etienne Carathéodory Effendi writes about the solution to the problem of placards containing threats addressed to King Leopold II. The issue ended in a harmless way. There was no proof to accuse the Jesuit brother Nicolai, who had already been released. The public prosecutor acted in a hurry. In the meanwhile, the government acted with caution and moderation when it came to the application of the new law on primary education and its secularization. The Catholics started to create free schools. Carathéodory judges that the French government might have handled their similar situation more sensibly, if (instead of passing the Ferry law) it had proposed complete liberty of education, as was now guaranteed in Belgium.
