Mission du Général Guillaume

Leopold II of Belgium asked his aide-de-camps General Guillaume to convey his greetings to the German Emperor, William, during his excursion in Alsace-Lorraine. During his first visit to the annexed provinces, the Dutch King, William III – in his capacity as Grand Duke of Luxembourg – already complimented the German Emperor. Even though it must have been difficult for France, Marshal Mac Mahon sent Viscount Gontaut-Biron, ambassador of the French Republic in Berlin, to convey his compliments in Metz. Etienne Carathéodory’s German colleague (the German minister in Brussels) told him that this gesture, however embarrassing for France, favourably affected Emperor William’s state of mind. About the wishes of Leopold II, Carathéodory notes that they were not really necessary, but with the political situation in mind, they were nonetheless understandable.
