Ottoman Minister for Foreign Affairs, Safvet Pacha, confirms that he has received Etienne Carathéodory Effendi’s report (with attachment) on his official audience with the Belgian King, Leopold II. He notes that he approved of the content of Carathéodory’s speech, and that the Sultan was satisfied with the King’s expression of friendship towards the Sultan himself and his government. (The place is not mentioned, but the letter was probably sent from Istanbul.)
