Communication de Monsieur le Comte Chotek

Etienne Carathéodory Effendi starts his report by praising Sultan Abdulaziz for his politics of appeasement, since this attitude contributed to the paralysation of agitations trying to prolong the Herzegovinian rebellion. Carathéodory’s colleague from Austria-Hungary, Count Chotek, told him confidentially that he severely reprimanded the Austrian-Hungarian consul in Liège, who expressed himself in favour of the Herzegovinian rebels. Count Chotek explained clearly to him that the Austrian-Hungarian government wanted peace for its troubled regions, and that all its agents had to act accordingly. Carathéodory notes that he thanked Count Chotek. He assured him that the Sublime Porte appreciated this attitude.
