Discours du Trône Belge. Session 1873-1874.

Glavany informs Rachid Pacha about the speech from the throne in the Belgian parliament at the beginning of the parliamentary year 1873-1874. According to Glavany, the speech of King Leopold II testified to the government’s politics of moderation and appeasement, which should contribute to its aspirations to improve the legislation. He then summarizes the proposed new measures, and notes that he could not criticize any one of them, as they should satisfy liberals as well as Catholics. Glavany concludes by praising Belgium for its tranquillity and its prosperity. He seems especially surprised by the decision of such a small country to spend so much money on education.
