Situation du Ministère et du Corps Législatif en France. L'entrevue d'Ems. L'Autriche et ses élections.

Glavany fears that the French political situation would create a repugnance to the parliamentary regime amongst the citizens. Instead of the government, he held the Emperor and the Legislative Corps responsible for the chaos. According to Glavany, the members of the Legislative Corps formed the antipode of parliamentarism. Glavany fears that the right wing would misuse the plebiscite to reinstall the old government, contradicting the goals of the electoral insurrection of 1869. However, the Emperor seemed to have suspended the issue, by stating that if the vote of no-confidence came from a coalition of minorities, the Legislative Corps should dissolve, which scared the right. Emile Ollivier thus received a unanimous vote of confidence by the Legislative Corps. The Viennese newspaper reported about the meeting in Ems between the Prussian King and the Russian Tzar, calling it a Russo-Prussian demonstration against the nomination of the Duke of Gramont. However, the visit of the Prussian King did not provoke a lot of curiosity among the European press, as the visit did not have a great international political importance. Glavany also reports about the upcoming elections in Austria, and mentions the difficulties he foresees, i.e. the German elements on the one hand, and the Slavic elements on the other. In the meantime, Russia encouraged the Czechs.
