According to Glavany, the plebiscite changed the French government. The position of its leader, Emile Ollivier, and the political parties were weak. Glavany describes the differences in opinion. Vienna and Pesth reacted very negatively to the circular letter of Friedrich Ferdinand von Beust, in which he explained the Austrian political crisis. Glavany explains the reactions of the Hungarian press. He also mentions the pronunciamento (coup) of the Duke of Saldanha. The Duke attacked the Portuguese royal palace, but agreed to become Prime Minister after a settlement with the King. The Portuguese newspapers published two documents that confirmed marshal Prim’s guarantees that the Spanish government intended to respect the Portuguese independence completely. Yet, the plans for an Iberian Union were not abandoned.
