Glavany reports about the discourse of Mr. Thiers in the French Legislative Corps, concerning the commerce treaties of 1860, and about the debate that followed Thier’s denunciation of the treaties. However, Glavany was optimistic about the parliamentary inquiry of the case. The Legislative Assembly had not denounced the treaties, but could rethink the system. In Spain, the republicans’ suggestion to exclude the Bourbons from the throne had not been withdrawn, which made the candidature of the Duke of Montpensier (Prince Phillipe d’Orléans) inconvenient. The Duke’s candidature was still supported by marshal Prim and admiral Topete, and the republican’s suggestion was rejected by a large majority of the Legislative Corps. Glavany also notes that the discord between Friedrich Ferdinand von Beust and the Cisleithanian government seemed to have reached an end. However, this news had not been confirmed. Austria was on its way to develop liberty and justice: it provided liberty and justice for Hungary, but now the Poles and Czechs also demanded this. Glavany acknowledges their rights, and thinks that the Austrian government should comply with the demands of the Poles and Czechs, although he disapproved of their methods to claim their rights.
