Déniel reports about the official protocol (in attachment) concerning the negotiations between the Belgian and French ministers Frère-Orban and De Lavalette on the Franco-Belgian railroad conflict. Despite the expressed amicability and goodwill, the fear still exists that the members of the mixed committee would not be able to agree on certain points.
