Diran Bey informs Safvet Effendi, Minister for Foreign Affairs, about the shift in British policy towards Prussia and Austria. Britain seemed to have been forced to follow Prussia in its reconciliation politics and has sought a rapprochement with Austria. However, Diran Bey notes that the British government contradicts this attitude when it comes to Italy, for the British government seemed to consider an Italian unification to be dangerous for Europe. Losing Venice would weaken Austria too much. Diran Bey adds that there will be a meeting between the Prussian regent and the Emperor of Austria, in the presence of the Ministers for Foreign Affairs. At the end of his report, he mentions the devaluation of all European currency, but notes that this would not persist.
