Austria could be placed on the balance of power as a counterpart of Prussia. Diran Bey describes events that turned Austria into the enemy of all the large states of Europe: Austria had chosen to submit to Prussia, but also to stay allies with the Emperor Napoleon III. Germany would then secure its Austrian possessions, which would give Austria more opportunities to defend Venice against Piedmont. Diran Bey notes that ‘nobody here’ (referring to Belgium) believed that the kingdom of Naples would continue to exist, since the annexationist and revolutionist aspirations had penetrated Italy in its entirety, facilitated by the Piedmont government.
