Sawas Pacha received the news of the engagement between Princes Stéphanie and Prince Rudolph and asks Carathéodory to congratulate them in name of the Sultan.

La Princesse Stéphanie, seconde fille de Leurs Majestés Belges vient d’être fiancée à S(on) A(ltesse) I(mpéria)le et R(oya)le l’Archiduc Rodolphe, prince impérial d’Autriche-Hongrie, héritier du trône. C’est un très grand évènement pour la Belgique et peut-être V(otre) A(ltesse) trouvera-t-elle convenable de me charger par télégraphe d’offrir à cette occasion à Leurs Majestés Belges et à l’Archiduc les félicitations de S(a) M(ajesté) I(mpéria)le, Notre Auguste Souverain.
