Synopsis
Alexandre Dossios Effendi reports on an Ottoman fraudster in Antwerp who has fled Belgium to Samsun. Dossios Effendi has already contacted the Lieutenant Gouvernor of Samsun to keep an eye on this fraudster until a high judge can make him repay his debts and impose upon him a suitable sentence.
